if idle is surging that means your idle control valve is working.
you have too much air passing TB plate. idle valve searches trying to correct.
its usually a simple fix. the oring on BISS srew dries out. this allows BISS screw to back out by itself.

tightening BISS screw will stabilize idle.

well i unscrewed the BISS and screwed it back in, then turned it two times. I turned the car on and adjusted it to 1000 Rpms but it keeps changing..

lol check for vaccuum leaks. could be throttle body gasket etc.
