really the cheapest way if you ask me is to go old school like a 383 or just a bored over 350..depending on what you want to do with it..400rwhp could be done out of a pump gas 383 pretty cheap if you know where to get parts and what parts.

cheaper but i doubt you can make the same power a lq4/L92 combo can make without getting crazy on the cam.

LT1 parts are cheaper.. dating back to the 80s even late 70s. and when they came out with the LS1 and 2 parts on the LT1 droped more .. so i would say LT1 FTW.. but just my 2 Cents

It depend on how much you want to spend. A fast LT1 is cooler then a fast LS2.
