Default 89 Civic Starting Problem

I have an 89 civic dx HB stock 5 spd. When i turn the key to start the car all i hear is winding, The motor is not cranking what so ever. Checked the flywheel. All the teeth are there. Bought a different starter and it seemed to solve the problem for a week, but now its doing it again... it will eventually start but when it does start (after 5 minutes of turning the key for 30 seconds at a time) its rough as hell for about 3 minutes. then it idles out.. and its good to go. Any suggestions???
