Having the car here legally is much different than driving the car here legally. You may be able to get it "FL legal" but don't be fooled that it will also be federally legal, because it won't. You might end up doing the track only route and/or parting it out, though you probably would have made it easier to just sell it before you came back and start with one here. Best of luck, though.

I call BULLSHIT.

First off, what did you put on the HS-7? *or did you even file a HS-7?
Who was the RI? Who was the ICI? If you got it legally imported, you should have no problem posting this information.

By the way, which method did you use to ship the vehicle back (military)? Household goods? Did you complete an HS-7? If so, which box did you check?
That's where this is a massive mess to begin with...i had someone who claimed he could handle all of this and he sure didn't, i would have to check to see if a HS-7 was something he filed, and what he filled out. The guy is very dodgy i am still trying to make sure i have all of the paperwork. I'll get back to you as soon as possible on this thanks.

What does making it FL Legal mean? I know at the moment i can't drive it at all legally right now. If its not federally legal but is FL legal is there legal trouble that can evolve from that or is it just not saleable out of state but i can register and drive it?

If you have "Connections" (or just get somebody at the DMV who is either stupid or doesn't give a crap) it is possible to title the car and register it here in Florida. Basically, they "Assume" you imported it legally (which you didn't). Even though you might be able to get a Title and registration in Florida, keep your eyes open, as you still have commited a federal felony, punishable by fines, jailtime, and crushing or export of your car.

title or not, If the car is not on the list of non-conforming vehicles, and you haven't petitioned, filed a HS-7, sent it through a RI and ICI, then it is here illegally. drive it on the road, and you are commiting a felony, title and registration or not. End of Story.

I tried to ship a car back from Misawa Japan back in the mid-90's, before the internet. I actually had to read the laws and interpet them. Nothing has changed, just a bunch of people with self-proclaimed "Loopholes", which is nothing more than lies and manipulation.

problem is, it can't me made federally "legal".

here is a list of "nonconforming" cars eligible for conversion. No supras on the list.
http://204.68.195.250/cars/RULES/IMPORT/elig060109.pdf

So you will have to do this by scratch...
Step 1, have an RI submit paperwork for FMVSS compliance procedures, along with crash tests (typically 2) that they have performed on modified JDM supras. Submit request for admitance to NHSTA eligibility list. Get listed in federal register for comment period. This should take 6 months. yes, you will need to crash test 2 Supras. If approved, you will have to export your supra, and reimport it with the conformance bond, HS-7 properly filled out and letter allowing it to be modified. The RI will then have to perform the FMVSS compliance work.

Once the RI is done with the car, it will have to go to an ICI for emissions compliance and testing. Once the EPA and NHSTA approve your paperwork, they will release your bond, and your vehicle. Shouldn't take more than a year or 2.

don't forget, you need to import those 2 supras to crash test first .
