reguardless of fault it's within your progressive policy agreement to report any and all incidents with the insured vehicle.
Contacting and informing your agent is OKAY, but contact claims as your last resort.

Not really. They will take your information, and contact their customer (the lady) for verification, and procedd from there. They may ask you to mail in the letter, but make sure you have a copy of it first.

This happens all the time. Several Insurance companies handle claims "remotely", and never meet with the claiment.

I am actually a insurance adj for mercury insurance. I work at the office in Clearwater off of Ulmerton. I actually dont handle Florida claims I work on New Jersey claims. My advice would be too contct mercury claims dept. Basicly what will happen is we will take all your info, and send adj out to appraise your damage. I know you have appraisal already but we need to apppraise damages. Then you can take your veh to your shop or one of our guaranteed repar shops. The guaranteed repair shops are the best bet, the work that is done there is guaranteed for life, even if that shop goes out of business. Also if you need alterante transportation let your adj know so they can set up rental veh with enterprise. Mercury will need to contct our policyholder to just confirm accident. After that all is good. We will issue check payable to either you, or a bodyshop you want to use. Pretty simple, I would just call the Mercury Ins claims dept and make the claim.
