Default Pressure in the crank case

Pressure in the crank case and blowing alot if air out of valve cover tube. Checked compression all the same at 170 across the board. I did a boost leak test was filling crank case with air also a little girgling noise like water but no pressure in the radiator. Wanted to know if anyone would know what might be going on. thanks
btw its turbo

The oil rings are below the compression rings, so if that was the case then the compression rings would have to be bad.

Can it be a possibility that the PCV isn't working correctly? Doesn't that basically suck out all the fumes and gases out of the crank case, including air?
