To strip the paint off and go to bar metal without sanding, go get:

Naval Jelly (Awsome Paint Stripping Jelly)

It's at Home Depot. I used to use it to strip valve covers bare. I also used it on a hood with a shitty paint job that I wanted to flat black for my wagon. It stripped my hood to bare metal...
