Timing belt
This is a ls/vtec(b16a) setup. The block was slightly milled for a clean seal.
Im using the ls timing belt with jg cam gears(both set at zero). Im using the ls water pump with a vtec oil pump. The timing belt seems loose at TDC for cyc. 1 however when I rotate the crank counterclockwise the belt tightens(@90 degree) then loosens (@180 degree) with respect to TDC(cyc.1). I installed the timing belt twice to see if I made a mistake but the results is the same both times. After rotation of the crank the cam gears and crank are at the correct position. I torqued the tensioner bolt at the correct spec. The belt only seems loose between the two cam gears. Its not loose enough to fall off but there is a difference in the tension at the strokes.
Is it possible for the timing belt to be off by one tooth and still rotates to the exact positions after a few full rotations of the crank?

The slack is between the two cam gears. I tried to tension the belt as much as I can but it still does not affect the slack at TDC @ cyc. 1. Is it normal for the part between the cam gears to tighten and loosen during a rotation?
