That sounds like it was never wired up properly. Not only is it multiple stages of VTEC but you're also running on less valves until specific RPM points. Just how VTEC is supposed to be a seemless transition from the low cam profile to the high cam profile, this was supposed to do the same switching from 8v mode to 16 valve mode then in to high cam mode. It was supposed to run extra efficient on fuel @ low RPM's and then swap over to give extra power @ high RPM's.

For VTEC to "hit so hard" someone did not build/tune this properly. You're probably going from no VTEC 8v mode straight to VTEC 16v mode.
