D16Y8, Vtec not working, where do I start???

Default D16Y8, Vtec not working, where do I start???

So far I have disconnected it to see if the ECU is even reading it, and the check engine light comes on, so I know it is reading it.
I ran a toggle switch right to it and would hit the switch at 5000, but nothing.
I checked the oil and it was low so I put some in but still no luck. Should I reset the ECU after toping off the oil?

Anything eels I should be checking? What can make this happen?

1. Has the motor been taken apart ?
2. Is the vehicle throwing any codes at all ?

Yes it was rebuilt.
And no codes.

If it was would it still click when I hook a wire to it and run it to the + side of the batt?

My wife was driving it and said the check light came on. I am used to the EF were you can see the light on the ECU tell you the code. How can I read the code on this car?

it's a 1992 civic with a D16Y8 swap. Will I get a code if the check light is not on?
