First you need to analyze your goals with our car. How much power do you want? How do you want your car to handle? What do you want your car to look like? After you answer those questions, you can decide on what you NEED.
If you want to be real fast, you will need boost, $1k isn't enough to build a reliable turbo setup. Boost is gonna require some fuel mods, an intercooler, and tuning to be reliable. These things will cost a lot more than $1000.
Now if you really want to go boosted, you should either save up more money, or work on upgraded the other things to match. How is your suspension and brakes? You will need better stopping power, and you know you want to lower the car, so maybe you should focus on that instead. Springs and shocks will run you about $500. Upgraded brakes will run you about $500 as well.
If you just want to be faster than you are now, and not go turbo, you should probably get I/H/E, and a VAFC.
