Looks like its just welded to the washer.

 

^yeah it does look like that. The bolt moves independently of the washer/pulley. But I took the tension off the belt and the pulley doesnt move at all. So the washer must be welded to the crank sprocket/crank. And since the bolt is just spinning in there anyway Im assuming the threads in the crank are stripped.

So whoever did this pretty much ruined this car...it used to belong to a female highschool teacher so Im thinkin she took it in to some shade-tree to have the balancer done and they fucked it up real bad and bandaid'ed it, then didnt tell her...

I advised him to drive it till it dies/try to trade it in if so inclined...think he's just gonna get rid of it lol..he asked me if I wanted to change the engine but after seeing this who knows what else lurks in the depths of this car lol
