the way I read that statue is it is talking about strobe lights. Not actually flashing your high beams.

Look up the statute and previous decisions, too. It may *not* be illegal.
There might be test case you will want to cite.

People tell me also, that justice is different in Plant City than other places in Hillsborough County. Do your homework, if you plan contesting it. The law library is at 501 Kennedy.
