It is to a certain point. Really fast cars and guys dead set on having the car setup up perfect do a lot. They will get the chassis weight balanced out, adjust the suspenion till its dialed in, adding special parts, getting the geometry just right. Not really needed on a 14-13 sec car, but for a 11-10 sec car, its really needed for a drag car.

I dunno. Ive had high revving N/A Motor (RSX-S) and now I have a lower revving turbo engine (SRT-4)
There is a difference, but I still like my SRT-4 more, it just rips through its low revving power band =P

it all about what cam you got. one of my friends shifts at 8400 with his 401 with a 4800 stall. i'll be shifting my car at 62-6300r's it gets valve float at 6500. i've got a small dur cam 224@.050 get a nice solid cam and rev as high as you want. with stock rods and crank my motor is good to 7500-7800r's. with nitrided crank and shot pinged rods it good to 8500r's.
i'd say you know nothing about v8's if you say they can only make power to 5000r's
when you pick a cam for a v8 will get power ranges. say- 1200-5000, 2000-5500. 2500-6000, 3000-6500 3500-7000 ..ect
i picked 2600-6100.

my red line is 5800 so and i think i hit peek hp right around the 5000 area, i could be mistaked though, i didnt get to keep the dyno paper
Some mullet mobiles rev to 7500 RPMS and make big torque doing so , not bad for some toothless rednecks. And we thought vanilla ice and MM where the only ones shifting at high rpms??
Now that's my version of shit slinging , these arguments grow old!

I personally think "who the fuck cares, you STILL lost!"
Good HP per liter, doesnt cost me as much to go fast, I get better gas mileage, I have a better HP/weight ratio y0, my cams are from JDM NOS....blah blah blah, some of this MAY be true in certain cases, but if you are modding a car for speed, then dont pick something slow and end up making it slower because you dont have the $$$ to hang with the higher HP guys or actually get power out of it..
Got a car that can rev to the moon? Great! You'll have that much less low end if (and when) you drive it around daily, need a lighter flywheel, different tranny stuffs, etc. etc. So you can rev to 9k, wow, I can make that power at 4.5k!
Just IMHO.
Also, saying how much it costs you to fill up a tank is like saying "I have a wooden fence". Whoop de fucking do! You could have a 2 gallon tank for all I know! It doesnt matter how much it costs to fill up a tank of gas, just how often you need to do it at that price.
