It kind of sounds like the cat is plugged up, but if you think it is spark related... I would like to know what you find out.

Check the cats like Brett said, If they are plugged, the car will fall flat on it's face. I once had a car where the interior of the exhaust pipe pulled away and collapsed causing a huge restriction. That gave the same symptoms too.

ok well i just hooked the computer up to it, and its reading a fuel problem.I dont think its getting enough pressure. It never showed exactly what the fuel problem was caused from.but some fourms i read about the 2000 cougar said the fuel pump goesout all the time.CAn a fuel pump get weak and cause this kinda problem?
ok i found it i screwed it on as hard as it would go and i can crank the car and i got 0 fuel pressure reading from the meter....I know the pressure meter works..DOes any of this sound right?
I can hit the fuel pressure pin and it shoots out a little bit maybe5 or 6 inchs out dosent seem pressurized at all
