It is obviously not surface area lol that would be in the hundreds...its all of your subs inches added... ie. 2 12" = 12+12=24

That is correct take all your Subwoofers and add the sizes together and also the Wattages are all RMS rating by the Manufacturer.

Wattage is the RMS amplifier output as stated by the Manufacturer

At what impedance? How will this be enforced?

Default As Manufacture listed

It is the maximum RMS power rating of the amplifier by the manufacturer at which ever impedience level that amp happens to do it's most power at.

So if my amp is only rated for 3000 @ 1 ohm, I can still drop it to .5 and be classified at the 1ohm ratings?

Thats why power ratings were dropped by all the major SPL comps long ago! There is no fair way to classify people! People running below rated impedance will be overpowered for the class, people running over the rated impedance will be underpowered. What about cheapo amps that only have 1 rating, that is likely max power times 4? Will someone with a Rockwood 1000 watt rated poop amp that does 300 reality watts have to try to beat someone with a Memphis 1000d that does 1300 real watts?
Not busting anyones chops at all...i hope the show goes awesome, i might try to stop by at some point.
