Those settings are kinda like a gain on your crossovers.

 

Sorta yeah sorta no. The main reason they have them there is for what kind of music you listen to. The higher the setting the more tinny it sound or high pitch. The lower the setting the more mid range comes out. It does make them louder but also more high pitch cause your ears to cringe
