Well your car is CIS, which I hate and will never own, but check the following:

Airflow plate
Idle Stabilizer Valve/control valve
vacuum leaks

Good luck.

to make it more clerical, does it stall when you let off the clutch in neutral? in the least, can it idle. if it can, that may rule out fuel.

it's either fuel or air, cis kinda takes what it wants unless it's a bad pump, filter, or injectors.

giving the car gas in neutral makes me think that there is some sort of vacuum leak that is allowing too much air to bypass the flow plate.

check all your vacuum lines after the flow plate. the only remedies i can think of at the moment are a general vacuum leak, faulty lines to the isv, a faulty isv, or a bad idle air bypass screw.
