I recently tried to buy a turbo ($600) from a Nasioc member (nov 5th). I waited a week and then filed a disputed through paypal because I had not recieved a tracking number nor would the seller respond to pm's.

Well to make a long story short. The dispute got escalated to a claim, paypal then takes over the investigation. Paypal asked him for a tracking number because at this point he was claiming I recieved the turbo and was trying to scam him. Well, he could not produce a tracking number so the claim was decided in my favor today.

So I recieve an email from paypal stating that:

"Dear scott johnson,

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal."

well, one possible safety feature would be to: once you buy the item only give them 2 days to provide a tracking number, that way you could still seize the money in their account before they are able to withdraw it.
I gave the guy 6 days....he even told me his mother died, thats why he wasnt able to ship....

thankfully my credit card processing companies work for me...googlecheckout.com is hassle free too. but person to person transactions not involving a reputable business...you can always get screwed

Yeah, the same thing happened to my fiance. He bought something on ebay for $200 and paid with paypal. He never received the package and the seller didn't respond. So he filed a claim with paypal and they told him the same BS. So he then filed a claim with ebay and he got his money back minus a $25 processing fee. But it's better than nothing. Sorry you got screwed.
