For moon shots a quick shutter speed is best. The longer your shutter the more the light from the moon will bleed in and make it just a ball of light instead of capturing detail. In a situation like yours to capture both maybe use a tripod and take 2 frames, one exposed for the city and the other exposed for the sky, then layer mask it in on photoshop. Just my .02
