Haha, well I don't know much about Corel, but if you can use layers I dont know if you have masking tools but I am sure there is an erase. Take 2 photos one exposing for the sky/moon, and the other for the city. Make the layer that is for the sky layer 1, make the city layer layer 2, "erase" the sky in layer 2 so that the properly exposed sky from layer 1 is now seen. Use a softer brush around the details such as buildings so it doesn't look "cut out" and you should be all set. Same goes for PS if you understand masking
I like where your going, but I think you need more in the pic to make it say something..
If you want it say Downtown, capture all of Downtown.. (subject matter)

OHHH....
ISO 250? You had a tripod?
Try ISO 100 then mess with your Exposure... It will allow you to contrast more.. and get even more detail.
