ND will make it worse. You need to shorten your shutter speeds. Long shutter speeds are why you have a trail on the moon.

Also, counter intuitively, shooting at night requires higher f-stops. f/11-16 will typically get you the least amount of haze and lens flare and just shitty artifacting like you have in that first shot.
