I did this and it fills up. Not too rapidly, but it does fill up. It doesnt make a sound though. I didnt get too much time to work on it today but I did look at the filter and test it like you said. I also disconnected the metal hose from the exhaust manifold and started on the exhaust back pressure sensor one. It fought me and I will have to finish tomorrow.
