Imagine for a minute that you had to pass every bill that was PAID to you through the federal government. How fast do you think you would get paid. How would you like to have the federal government over see every procedure that you performed. How would you like it if you had to get some government hack to approve every procedure you performed. You might not think that this senerio is going to happen but mark my words, they currently do this when it comes to medicaid so why wouldn't they do it with a government run program.

No, there is a need to answer those questions...rather, not answer them, but point out your misconceptions.
1) I have done work for the government before and I've been paid on time. I've also done work for private companies and they've been slow to pay. Gee, who woulda thought?
2) You already have to pass EVERY procedure through your insurance company to make sure they'll accept it. Whats the difference if the guy works for the government or the insurance company? Rhetorical question, btw; there is none. There will be a list of approved procedures and confirmations needed for others, just like there is right now with your insurance company.
3) Unless you can show me where in the bill the government is given the authority to oversee these procedures, then you really don't have much of a leg to stand on besides your wife's omnipotent abilities.
