And you did this on an engine that was sitting for a while more than likely, so not up to temp and probably no oil touching the rings, did you even try to do it wet ?

Chances are it was either the rings have been sitting for a while, or the head needs a valvejob, which is no surprise.
Same thing happened with the one my brother and I got from another member here, except we brought stuff to comp test it there, and one or two cyls were low, he pulled it out running and driving, and im sure it was, however you are talking about buying a used 150, probably 180k plus mile motor, dont expect it to be brand new and try not to be so quick to claim someone intentionally ripped you off.
