pretty much, you could always try a good polishing compound as well before wet sanding. But changes are there isn't much paint left there, and claybar + polish + wet sanding might bring it to the primer depending on how much there is.

And the mis-matched paint, could easily have been from a wreck and they took it from a car that sat in the sun a lot more or a lot less than the other one.
