The guy who owned it blew a head gasket and decided to remove and disassemble the head with intentions of upgrading it, and just threw all of the shims and misc. parts into a bucket.

I have 2 S13 heads in great shape from running motors and I was hoping that it might be possible to use an S13 head on the S14 block. I know the S14 has the VTC, but I don't care about that, my car is S13 wired anyway. Does anyone know if this is doable, or if there are oil passages that are going to cause problems?

From what i've seen, yes, some say using the S13 headgasket alone will be enough to seal up the extra oil feed, though it'd be best to tap and plug that orifice.
