Your clipons are most likely installed under the upper triple clamp. If you have 1/2" of space between the bottom of the upper triple clamp and the top of the clip-on, then you can loosen the clip on and move it up.

I suspect that what you're seeing is that you have 1/2" of fork tube sticking up above the upper clamp. You could raise the whole front of the motorcycle by eliminating that, but it would change the way the bike handles and probably not for the better.

Your options are to replace the clip-ons with some that have a higher rise to them, replace them with a conventional handlebar, leave it alone and get used to it, or buy a different bike.
