I heard there are a few compatibility issues with winxp 64 bit but I'd love to give Windows 7 a try, and I'm also thinking about getting a dedicated video card so the on-board one wont use up my ram. Oh and maybe a slight overclock on the cpu but I'll have to do some research on that before I mess around with it haha.
Windows 7 + video card + 4gb RAM + PS 64-bit will be a huge increase in performance. You really don't even need an expensive video card.

What kind of card would you suggest, I don't know anything about gfx cards lol. It would have to be able to run dual monitors and I would like to keep it around $50 if possible.

I'm running this one and I've been pretty happy with it. It has enough power to play some games if I choose to do so. If you're not doing much in the way of 3d graphics you can likely go with a cheaper card.
As far as running two monitors, most cards can do it if you're using monitors that take different inputs. IE, my card is running one monitor via VGA and the other via DVI. If you have two VGA's it can get a bit more complicated.

Ram: G.SKILL 4x 4GB DDR2 16GB total
HD: 4 Hard drives for total of about 3TB
PWR: RaidMax 530w
OS: Windows 7 Ultimate 64bit
May seem like overkill for some, but sometimes Wrap files are more than 2GB.
