Default anyone a HVAC tech?

finally got my landlord to give the ok to getting someone out here to check out these two a/c units.
the upstairs unit just doesn't seem to be "enough" It doesn't run all day, but it still doesn't cool off the upstairs very well. It is a good bit older, so I'm sure it needs a "tune up"

the downstairs one however, runs non stop. It will start by 10am and run non stop til late into the night. Been like that for a couple of months now. (took forever for the landlord to admit there might be something wrong, he's not paying the power bills, what does he care right?)

The downstairs unit is supposed to be a newer unit, but it just can't keep up. The air blowing out of the registers is cool, not cold, just cool. And to me, it doesn't feel like it is blowing enough air to actually cool the house down.

At first I thought I was just asking for too much too cool the house down to 74/75. It is an old house and all of that. figured that it might be too much and the unit is just freezing up or whatever. So in an attempt to bring the power bill back under control, we bumped it up to 78/79 range. It still runs all day. Thermostat will read between 82 and 84 depending on how hot it is outside. The other day, it was raining and it still got to 81 degrees by 4 pm. Then it takes until 10 pm to finally get the temps back down to 78.

I'm in the St. Pete area. Near 9th and 22nd ave.
Need someone to come out and diagnose so I can get the landlord to pay for the repairs, he just won't say he'll pay for it until he knows exactly what "it" is and what it is going to cost.

cleaned the coils, they were covered in a ton of dirt and crap.
had a tech come out, replaced the valves and refilled the system, checked the temp drop and all of that, system is already working better than it ever has.
appearently it has had a leak for a really long, which explains the high power bills and all of that.
