Sean, there is a 14mm (or 17mm maybe) nut that is actually on the caliper that you can tighten to adjust for that as well.

There's also a nut on the actual e-brake lever that also tightens it. When I first got my S13 it was pretty loose. I just tightened the adjuster nut and it's locks the wheels pretty hard now.

On the same note, that's what mine does. And I have fresh pads as well. And it stops the car and holds it on a hill, and seems to grab pretty low, but it takes a ton of effort to actually lock the tires. I need to climb under the car and see what's going on with that too.
samzies. yea, im gonna try that 17mm on the caliper, but lmk how it works for you if you get to it first. im busy with work, and modding z33 seats to s-chassis this week... but hopefully thats our prob...

and when i tighten that, it just makes it harder to pull the brake. still the same effect, just worse. lol

And so because we were talking about ebrakes and all that Jazz I did some searching. If i was going to build a track car/have a hydro ebrake. I would try to do something clean like this.

?? LOL, compared to numerous other Hydro ebrake installs I have seen, that one is very clean. Like I said minus the retarded shift knob.
