what if i just took the belt off. and on the guide. i could probably pull the valve cover and figure it out but anyway where is that, on the top side of the valve cover?

yes
take the valve cover off, it it two 10mm bolts that holds a L Bracket over the timing chain, becareful not to drop it down or if its broke and just resting on the chain (common) becareful not to knock it off while pulling the valve cover off. Also note that there is a sequence to tightening down a valvecover.
As for the ac belt, cut the bitch and call it a day.

well, if the car is making the belt noise at high RPM, does it do it with the a/c off also (or only when its on ?)
sometimes a bad fan clutch will cause belt whine over a certain RPM
and the timing chain guide is definetly responsible for some of the noise from the chain
