something is definitely wrong to do such low #s on 15psi on a gt2540r. unless people are getting sold the wrong turboes and dont know it. esp with an enthalpy tune, even a basemap, it should do much better. maybe boost leaks or something.
gt2540r on 15psi with a decent tune should be no less than 350. people running 18-21 psi are easily hovering around 400.

On the plus side I FINALLY got my BC to hold a constant boost in 3rd and 4th gear. It kept overboosting and hitting the limiter. After a few pulls on the Gandy I finally figured it out!

honestly i dont know. ive seen plenty of stock head/cam SRs (i think the majority of them were non VTC if that makes a difference) do above 350 on bigger turbos...but anyone can crank out power on higher boost, im just used to seeing such good tuned setups. i guess technically you could make up to 40-50hp gains from intake manifold and cams, but i dunno. they must make a world of difference on SRs. im used to just seeing stock head/cam KAs do 400-500 with just forged bottom ends, on not-that-high psi levels.
Did scott tune your car, or do you have a one of his base tunes?
Also, do you have yellow deachwerks injectors? The reason i ask is he uses STi injectors, and makes them flow more, from time to time and they tend to run real rich... case in point I run STi yellows, they are suppose to flow 535 @ 43 psi. When I had the car on the dyno the only way Scott could get a decent a/f was to run a 650cc tune. With a 550cc tune my a/f was around 10. 226whp with the 550 tune and 264 whp with the 650 tune.
Get a hold of Scott or Epstein.

rom tunes are a great bang for the buck and work flawlessly up to 525hp. AEM EMS's are the shit and I want one but that wont stop my rom tune from walking that aem tune of Glen's. If a rom tune can get you enough power safely to walk bikes and be driven daily then it really isnt worth the money until you plan to exceed the limits of the rom tune unless you really need the aem features.
Silver Moss stop worrying your s14 motor's power is on par for not having cams/springs/plenum. You have to have more flow up top to keep the torque from dying up top like it is now. You get those mods and @ 20 psi you can expect to peak 300 foot lbs. of torque. At 8000 rpm redline you should have 260 foot lbs. left which is equal to 396hp. Right now you have 240 lbs. of torque at 7000 rpm redline which is equal to 320hp. Trust me cams and plenum will get you a 20 foot lb. gain in torque up top and the springs will allow you to redline @ 8000 rpm's.

260 x 8000 / 5252 = 396hp
