the problem were finding is that there is fuel being pumped but the pressure regulator is not opening up to let it flow. and also there is no power going to the fuel injectors checked by volt and continuity tester. what maybe a cure. or a reason. thanks alot for the help everyone.

This sounds dumb, but make sure the fuel lines are hooked up to the regulator/rail correctly. The reg doesn't work good in reverse! The return goes on the regulator. The line with the filter goes to the rail. Maybe your filter is plugged up?

As for power, make sure the CAS is plugged in/working. My CAS plug was sticky; it looked like it was on all the way, but wasn't. That gave me a nice scare. haha.
