a 240sx has a stronger transmission, better traction, larger aftermarket, and better layout altogether.
a se-r with a gti-r motor has 450?cc injectors and a t28 from the factory.
for that reason a gti-r will usually do around 280 at the wheels where a s13sr will do something like 245.

It depends on the quality and the person doing the tuning.
GTi-R engines are not easy to find, there was only a limited amount made and the parts aren't that easy to find. Ask Sabri who it took forever to get some parts for his car. Anyways, really it all depends on whose tuning the car, you can throw as much money and parts as you want at it, if you can't tune it right, it won't run for shit.

stock vs stock: GTiR would win hands down
BPU vs BPU: I'd have to say it'd be close, but the GTiR still has the t28 advantage
t28 vs t28: s13 no doubt
potential in the long run: s13, rwd vs fwd isn't a hard question to answer
w/ the growing popularity of the s-chassis, 240's are expected to have sr's now. For a more sleeper style, a swapped 200sx would be better. The main problem w/ fwd sr20det's is it's infamous 3rd gear.
