The reason is, most DSM'ers would rather go fast.
Honestly though, that question is probably better suited to the 2GNT guys. Most "DSM'ers" are broke in the first place, so whatever little bit of money they have, goes towards go fast goodies.
I have seen some pretty nice setups though. Funny that some of you guys mention keeping the radio low, lol. I've done the same at times.
I personally just run a pair of Alpine Type S 2-Ways in the front, and a pair of Rocksford Fosgate 2 ways (that were given to me for free), in the rear, with the crappy stock head unit and amp, and it sounds good to me.
If you got some money though, I'd say invest in a good quality headunit and amp, and some good component speakers. Can't really go wrong with any of the big name brands (Infinity, Alpine, Kenwood, Pioneer, Polk, etc).

i have my trunk gutted, and i got 12 yards of dynomat for $100 
so my trunk and roof is dyno matted, then i have 1 12" JVC sub and a cap, and alpine door and rear speakers. kenwood 600 watt amp, and a clarion head unit. it sounds nice to me, and it doesnt travel outside the car very easily, which i like. the whole thing, including dynomat, was under $500
