Default gas pedal stuck

my friend has a 1993 mitusbishi diamante and is having problems with the gas pedal. He just had the gaskets changed and now when the car is started the pedal won't go all the way down but when the car is off it does. Also they tried manually pulling the throttle on the throttle body and it opens all the way, just not when it is pulled by the gas pedal. The car is in extremely cold weather (snow). What could be the problem?

Oh well, he probably broke his radio somehow...the wiring just backfired and now he cant use his brakes.


Haha im totally kidding, I just saw no one else posted in here so I thought I would.

P.S. I know nothing about cars as you can tell.

make sure the cable was put on correctly.

Problem was fixed, it turned out the cruise control cable and the throttle cable were backwards. The car is in Bulgaria so I couldn't figure it out for him, haha.
