possible vaccum leak in the manifold, like a leak on the flange where it meets the head??

Check your injector seals. They get old and hard and leak and it's hard to tell that they're leaking. New ones are cheap, mine were leaking a ton and were rock hard.

Eliminate all the emissions and vacuum lines. taboospeedshop.com has a diagram of which vacuum lines you need. I never actively tried to fix my idle surge, but removing all the vacuum lines fixed it for me.

wouldnt that squirt fuel everywhere? and also all extra vacuum lines are already eliminated like the fuel pressure solonoid stuff im going to get a can of carb cleaner and spray around gaskets to check for possible leaks

Try a different MAF.
