86-88 air pump is used for opening of 3rd and 4th port connected to ACV
89-91 air pump is used for opening of 5th and 6th port
for 86-88 when you get headers from lets say racing beat they give you a ACV (air control value) block off plate. but if you order it from say some company like pace setters you get jack shit.
for 89-91 you dont need a acv block off plate becuase your 5th and 6th port works off the air pump.

Ok so is this RPM related at all or just 5th gear or what? Go out and test it. Get to 4k in any (every) gear and floor it. You should have no problems and go right to redline. I can not tell you how it will feel under 4k because I never drove a car with wired aux. ports but know they do lose a little low end. Just tell us exactly what it does when you do this. And just so you know, most NAs don't have much in 5th to begin with.
Now, could it be ignition related? Possibly bad plugs/wires? Maybe one wire isn't all the way on? A coil not firing?
So the concern you have is simply an extraordinary lack of power, right?
If it isn't anything to do with the intake or exhaust being clogged, it pretty much has to be a fuel, ignition, or compression issue.
I know it is od, but it should hold its speed. 2.25 inch exhaust with no cats, single pipe with a muffler. Cone filter, and no power steering or ac, and no air pump.

Your right it should hold its speed. Your car has to weigh like nothing too. Have you had a compression test done? Any idea on the mileage of that motor? Might be a good idea to do the ATF treatment on it if it has alot of miles.
