how much does it cost to do it?

unless it is a full race motor it is not really worth balancing. I've had rotating assemblies balanced and the machine shop actually told me everything was so close it wasn't even needed.

Whats blueprinting? And why would you need to balance a motor doesnt honda pretty much do that already?

yes and no. there will be a few errors though, simply because they are production engines.
