Default Fuel pressure

After installing the B&M gauge it read 29psi at idle and I think just at 40 at WOT. now I know this is really low but this was with the stock regulator, I installed the gauge first to get a basline of the fuel so I could correct it from there. I bumped it up to about 32 pounds at idle which is I think is right at 42 pounds at WOT, Now I hear this is what stock is supposed to be so I'm confused, is it possible that my gauge is off to read right under 40 pounds on a stock regulator?

depends on what regulator and motor you have. An 88 d16 regulator will not regulate the fuel the same as a b16a one will even though they both fit on the raill and look similar. For a somewhat stock b16a the fuel pressure should be at about 43psi with the line off (simulated WOT).
