Default 95 civic cx w/d16y8 - bogging at low rpms (pics up)

Recently bought this car , what a hack job they did. Car is retarded at low rpms. Changed sparks plugs, distributor cap rotor, and timing belt. Will change fuel filter next. Its missing a few sensors and vtech isn't engaging. I have yet to identify which ecu they have and I prob need new wiring.What sensors am I missing? What is the correct.ecu /wiring?Can't seem to upload pics.. will do it tomorrow morning.

Ecu is obd1 po8
Which is stock. Is this ecu proper for this conversion?

Sounds like timing. They could have used the wrong cam gear, making the marks look right but actually be off. Check the spark timing using a light. Also, is the check engine light on?

Also, the VTEC solenoid IS wired up. Ignore his^ post.Tthe VTEC pressure switch isnt plugged in but it doesnt need to be if the ECU were programmed to not use it. Also, doesn't matter what ECu you have because they can all have VTEC added and chipped. Not saying yours is, but you will to open it and find out at least.
