Do a b18c swap and call it a day.
I'd say 5K would build a reliable turbo single cam. The AFI system listed looks good. You would need the kit plus:
PIstons and rods: FJ Distributors $600
Clutch $350
ARP headstuds $100
Injectors $350
ECU/Engine Management $200-$1000
Tune $500
Comes to a little more than 5K, assuming you install everything yourself.

if someone spends $8k on a D series, you probably should just end your life. I dont care if its Bisimoto's 800HP D series, its still gay. For the D series I say half ass turbo it, dont buy any expensive shit.
but wouldnt it be smarter to do a swap then boost that ?

Superchargers are significantly cheaper then turbos, and can easily make mid 200s, a JRSC GSR or LSVTEC would be very cheap comparatively and make the power you want.
They also make SOHC superchargers, but you get less power.

Thats the route I was going to go, you can run 9psi without meth or an intercooler with the JRSC. You can get the B20 cheap as hell, do rods/pistons/headgasket, maybe cams, supercharge it and hit 250 no problem. The only problem is the JRSC stuff can be hard to find.
