A HX ECU won't work in your car...the big difference is the HX uses a LAF (wideband) sensor.
The lean burn mode you mentioned has nothing to do with the fuel cut on decelleration.
Lean burn is achieved under limited, very light throttle cruising...this is monitored by the LAF sensor.
Fuel cut on decel has always been present on all fuel injected Hondas.
The HX gets its higher fuel economy from a few things but the most effective is the tranny gearing.
The VTEC in the HX model is the type that idles one of the two intake valves under certain circumstances..as opposed to the higher lift, longer duration style in your EX.
There is no magic ECU or any other electronic device you can install to suddenly increase MPGs.
