Default 2.2CL brank pulley

my brother has a '97 2.2CL and the crank pulley bolt keeps backing out. is this some kind of "known issue"? the first time it caused a really expensive oil leak and the last 2 times it was caught just as the belt got thrown. he bought some special tool to hold the pulley while it was tightened but has since been lost. i have a hard time imagining it was not tightened enough since he can bench press 300lbs. the car is bone stock and driven like an old lady is behind the wheel. is it time for a new bolt? will loctite make a differnce? is the pulley fubar from wobbling around? is this part (bolt and/or pulley) interchangeable with other motors? im not an import guy and all the domestics i have ever messed with have never done anything like this. i can post pics sometime tomorrow if it helps answer any questions.
