besides the IACV what could be the other causes of my motor annoyingly fluctuating between 900-1500 rpms ive got an ITR manifold on a b17a and an overbored b16a throttle body. allthe vacuum lines look to be hooked up right just wondering what else could be causing it.

Manifold isnt quite tight...

This happened b4... just double check ALL bolts/nuts are tight.

Any leak will cause your symptoms... Good luck...

bleh let the car come up to normal operating temp leave it running remove the cover on the FITV (two screws) and place your thumb over the hole. If theres suction youve found the culprit.

Easy way to diagnose vacuum leak is with a can of butane or vacuum gauge. With the butane just release it around the vacuum lines and gasket areas if idle kicks up youve found your leak source. With the vacuum gauge itll fluctuate and depending on how rapid/slow they are and the amount that they fluctuate with respect to a set time you can determine the source.
