Idling problems when A/C is turned on

Default Idling problems when A/C is turned on

I drive a 1999 Honda Civic EX. I was at a light last night with the A/C on and the car started to idle funny. The rpm's would drop really low. I didn't know what was wrong so I pulled over to check some things out. I turned off the A/C and the idling problem stopped. I turned the A/C back on and it began doing it again. I also noticed that the fans didn't turn on. Shouldn't atleast 1 of the fans (drivers size) turn on if the A/C is on? Any help would be greatly appreciated. Thanks

the fan on the a.c con should be on with the a.c (the fan on the driver side )
