I highly doubt the old owner would have converted it to OBD2 when all he had to do is drop the 98 motor in and b done with it. What ECU +1?

the ecu is a p28. believe its chipped by vega. It has oil and when i start up the car it will hit vtec a few times then it will just stop popping. I need to turn off the car and start it again and it will pop again.

My speedo does not work. I do not know the reason tho.

It does have a cel just have not checked it yet. sorry

Just read the cels and it came up as 1,9,17. Oxygen content, cylinder 1 piston, and speed sensor. So im thinking the speed sensor solves the vtec issue. Wat can be wrong with the cylinder 1 piston? Is that something a compression check can evaluate?

9 CYP - cylinder sensor
U have to replace your distributor that sensor is built in the distributor
replace your O2 sensor
check wires goin to sensor/replace VSS
fix those 3 things and u should b good to go
