Dual Proportioning Valve

Just got a 93 4 door The brake peddle is low and I found the Dual Proportioning Valve was wet all the lines are tight. Is this a common problem on civics?

Does anyone have one?

I got a proportioning valve from a civic for 25. LMK number is in my sig
