low 13s in a 98 civic! wow that will be rough! you will need to do all new valvetrain and bottom end! plus it will cost a lot! if you want to brake into the 13s like i want to then get gsr block jdm itr pistons stock rods or itr rods? thin head gasket and at least type r cams!

I would say:
B18c1 Block
ITR Crank (lighter) but Gs-R crank is okay
ITR Rods. They are lighter....And not that expensive. I believe they are titanium alloy I believe.
B16 pistons. Moly coat the sides @ procoat to reduce friction.
